Mission Statement

Butte College provides quality education, services , and workforce training to students who aspire to become productive members of a diverse, sustainable, and global society. We prepare our students for life-long learning through the mastery of basic skills, the achievement of degrees and certificates, and the pursuit of career and transfer pathways. 

Program Description

The Chico Center offers day, evening and distance education classes for the community. The Chico Center offers a broad range of student services including admissions, registration, counseling, financial aid, an open computer lab, satellite CAS lab, student lounge, bookstore and food pantry. The Library and Support Services Center offers test proctoring, media and technical support, textbook circulation, reference assistance, group study rooms, and assisted technology for DSPS. 

The Butte College Glenn Center serves a diverse population from the Glenn County area. A concentrated effort continues to be made to expand course offerings, boost enrollment, and increase student services to better serve the students of the area. The Glenn Center is open Monday through Thursday, and provides student services to include admission, assessment, counseling, orientation, registration services and financial aid. Also, DSPS counseling and assisted technology is available at the GCC. CAS services include workshops and tutoring. The Center also provides test proctoring. Course offerings are designed which allow students to obtain all of the General Education needed for transfer at the center, with a single exception which can be met online. Several career and technical pathways prerequisites can also be met at the GCC. 

The Butte College Skyway Center offers the College's automotive technology and diesel programs along with economic work-force development programs, including: The Training Place, the Health Workforce Initiative, Foster/Kinship Care Education Program, and the Small Business Development Center (SBDC).

Inside the Skyway Center, the automotive program offers a shop lab with classrooms and a computer lab to offer instruction in automotive industry sustainable practices. The automotive program is expanding their offerings to include a diesel certification. The first course in the program is being offered currently with full State approval anticipated for fall 2019.

The College's Economic Workforce Development Program serves the business community. The Training Place offers affordable not for credit employee training to businesses of all sizes in areas including: Business Skills, Customer Service, Executive Coaching, Employee Development, Energy Efficiencies, Human Resources, Leadership, Manufacturing, Sales, Safety, Sexual Harassment Prevention and Business Technology. The Health Workforce Initiative provides education and training programs to meet emerging demands for health care industry workers. The Butte College Small Business Development Center offers one-stop business management assistance through counseling, entrepreneur training, and guidance to small business owners and entrepreneurs in Butte, Glenn and Tehama Counties. The Foster/Kinship Care Education Program provides workshops for care providers on discipline, health, community resources, guardianship, self-esteem and other topics. Training programs and clinics are held to help those interested in becoming foster parents or guardians.

Department Goals

THe CHC / GCC/ SC all will continue their dedication to the educational experience and improvement through ongoing planning and assessment. A continued focus will be on safety of staff, students and faculty. This will be done by increasing precautionary measures and surveillance and hopefully increased police presence. Continued focus on communication will be a focus as well as a focus on providing equal support services to offsite students at all locations.

The Chico Center accommodates thousands of students on a daily basis. By sheer numbers, there is a need for law enforcement presence during building hours. Transient population has increased at CHC and is expected to increase even more when the bike lane is completed in summer 2018. Adding an additional officer dedicated to the CHC would ensure both day and evening coverage necessary for a safe working and learning environment.

Strategy 2 - TV(2) in CHC lobby

The CHC lobby is a great space to promote programs and market enrollment. There should be TVs mounted in the lobby to capture students attention and advertise deadlines. The set-up for these TVs already exists in both lobbies. Costs is for equipment (computer, mount, & TV).

The lobby chairs are 14 years old and have been cleaned numerous times but are worn out and shabby. Not sure how many more cleanings the furniture can withstand without tearing. The lobby chairs are the originals from when the CHC first opened. They are used daily, year-round, and are in need of replacement. Replacement of lobby furniture would enhance and portray a clean and well maintained facility for students, staff and visitors providing a professional appearance to the CHC.

Supporting Rationale

The law requires employers to provide a place for nursing that is not a bathroom. It must be completely private so that no one can see inside the space and no one is able to enter the space while it is being used. The current practice of lending office space to students and employees is not compliant. Facilities has agreed that the new private space will include: chair, small table, waste basket, at least one electrical outlet, a door that can be locked from the inside, and sink.

Sink installation would require adding a waterline and wasteline and some HVAC as there is none currently in the room. FPM says this will be an easier convert than other suggested rooms in CHC.

Strategy 7 - Adult Changing Tables at CHC and GCC

Supporting Rationale

AB 662, Bonilla. Public accommodation: disabled adults; changing facilties. The federal Americans with Disabilities Act of 1990 (ADA) and the California Building Standards Code require that specific building, structure and facilties be accessible to, and usable by, persons with disablilities.

This bill would require a person, private firm, organization, or corporation that owns or manages a commercial place of public amusement, as defined, constructed on or after Jan 1, 2020, or renovated on or after January, 1, 2025, to install and maintain at least one adult changing station, as defined, for a person with a physical disability, as specified. The bill would require a facility to ensure that the entrance to each adult changing station has conspicuous signage indicating its location, and if the facility has a central directory , ensure that the central directory indicates the location of the adult changing station.

While institutions of higher education fall outside the description of "commerical place of public amusement," our campus should not be exempt from providing this basic necessity for our students. The ADA does not require this type of table, but it is estimated that over 53,000 disables persons could benefit from adult diaper changing facilities. The District should aim to improve access for adults with physical disabilities that need an adequate facility to assist with changing of diapers; this access should be at all Butte campuses. As the number of persons with disabilities continues to grow, the need for access to adult changing stations will be more apparent. Proper restroom accommodations are necessary for the health and safety of students. 

Currently, special education departments in California school districts provide for restroom accomodations including a changing table and a lift so students with disabilities can comfortably and safely attend to thier needs.

CHC and Glenn already have designated spaces for the adult changing tables. The purchased items would include: changing table, hoist, sling.

Benefits are invisible protection, reduced heat gain, lowers energy costs, holds broken glass together, rejects over 99% of UV rays, slows fading of fabrics, flooring.  Other school districts have installed this product as a safety precaution as it prevents people from seeing in and can also protect against glast-mitigation in a bomb blast.  In addition, CHC, Glenn and Skyway Centers are aging and having to replace blinds due to breakage.  Protekt window film would be a long term solution to repacing window blinds.

The GCC building exterior is flush (flat) with no outdoor covering or eaves to protect students from the elements. Some students are dropped off or ride the bus in the morning before we open. On very windy days, very hot days or when it rains they are left outside. A covered bus stop would offer them protection from the elements. The BC bus does not have a route to Orland so the students rely on the Glenn Ride county bus for transportation . The GR does not have a covered bus stop across the street where the pick up is or on the BC premises where they drop off.

Top priority for safety of students and staff at GCC. The GCC camera system is so old that its not compatible with the computers anymore. User support has not been successful in installing updates. Given the Glenn Center does not have security by Campus Police, the cameras are imperative. Right now the evening supervisors cannot access the camera system from their personal accounts. They are logging into a generic student assistant account in order to access the camera. The camera does not offer a clear view of people, has a time-delay and doesn't record. They should be upgraded to the same system used at the Main Campus and CHC.

Current Financial Resources

The Centers' budget are the only source of guaranteed funds for the Chico, Glenn and Skyway Centers. However, facilities will often cover some of the repairs and upgrades to the Centers when they can or use safety funds when applicable. In the past, Enrollment Management funds have covered some items such as monitors to enhance outreach and marketing. Also, student equity is currently supporting tutoring services and CAS services in Glenn. We would like to see the Campus purchase a web-based room request and event scheduling software application to assist with managing room usage and reservations at the Chico, Glenn and Skyway Centers.

Law Enforcement Officer Range 2A, 12 months The Chico Center accommodates thousands of students on a daily basis. By sheer numbers, there is a need for law enforcement presence during building hours. Transient population has increased at CHC and is expected to increase even more when the bike lane is completed in summer 2018. Adding an additional officer dedicated to the CHC would ensure both day and evening coverage necessary for a safe working and learning environment.

Benefits are invisible protection, reduced heat gain, lowers energy costs, holds broken glass together, rejects over 99% of UV rays, slows fading of fabrics, flooring. Other school districts have installed this product as a safety precaution as it prevents people from seeing in and can also protect against glast-mitigation in a bomb blast. In addition, CHC, Glenn and Skyway Centers are aging and having to replace blinds due to breakage. Protekt window film would be a long term solution to repacing window blinds.
